Opensim varregion 1024x1024 Teleport clicking on minimap fail with error "region not found".

It is a known issue that only will be resolved after the 64-bit version for Windows has been done.

There is a set of mapping and teleport issues that are related, and falls under the VAR and HG transfer categories.
